DON'T put silicone in a fuel system.

The little flap does not seal, it's mainly a splash guard.

The fuel could be coming out of the insert if it's loose. Otherwise I think there is some kind of seal on the cap, check that.

The vent, you will see if you open the boot and pull the cover at the front of the boot back, is a small line that runs above the filler. If this is blocked it could cause the tank to slightly pressurize and then try to release the pressure by blowing back out the filler.
