The cars that you could be seeing are cars with aftermarket HID kits. People that chuck them into projector housings don't make them like a factory fitment, but they seem to be a LOT less offensive than people that put them into reflector-type headlights.

I don't know about you but the light produced from a factory HID system is piercing (as in one spot of light is very concentrated) if you're looking directly at it. Some projectors can get away with this (Soarers seem to) but most type of glare from factory HIDs are from colour flicker that bounces off the cut-off shield when the car is going up and down (eg. over crap surfaces on the road). Aftermarket HIDs, especially in reflector headlight housings emit a glare (kinda like shining a massive torch at you); compared to proper HIDs the light is all over the place.


Just my observations though :-)
