Do your suspension mods first, then brakes. Don't worry about lightweight wheels until the end. Unless you are racing, you will not notice them.

Only reason I would do the wheels, is if you needed them to clear brakes.

Good suspension will make the car more enjoyable from a drivers perspective. Be careful you do not take it so far that no one will want to be in it- like your missus,LOL. (solid diff mounts would be to much for a streeter in my opinion, but I am old.)
