Basically you need to find out which laws SA run in regards to wheels.
You do this by ringing the SA Trans Dept and talking to the Tech Section (or whatever section looks after it).

If they run the 'no bigger than 2" bigger' rule, then you cannot get 20's legally engineered.

If they run the NCOP's, then if you follow everything I typed at the top, then the tyres/rims are legal and you don't need engineering.

And yes, you need to run a 245/30/20 to be legal.
That tyre is 8mm bigger than factory (rolling diameter), so is acceptable.
If its a 235, it needs to be 235/30/20
If its a 255, it needs to be 255/30/20
