That doesn't look like a new filter to me and it IS the fuel filter despite what anyone may try to tell you. I would be changing that first.

I haven't cleaned the fuel sender yet, and if it's the fuel filter then that'd be easier to change first.

I guess my best bet is to ring the closest Toyota dealer and ask for a genuine fuel filter. How much should I be looking at for one?

You might actually find that cleaning the sender is easier :-) Do both.

When it happens to me it definitely feels like a fuel pickup problem. I can't understand how it could be the fuel filter if it only happens when the tank is low

I don't understand the reasons why either but it has happened to me so many times with vehicles in remote areas using drums to refuel that it is always the first thing I go for. Changing the filter always works in those cases.
Perhaps it is a matter of the pump having pickup problems with low fuel levels and not being able to cope with a blocked filter as well but able to work OK with a nice clean one.
