I've got this same problem with my driver and passenger belts, It's just the spring being worn out from 20 odd years of use.

I took them out and had a look, as far as I can see the only way to fix it would be to replace them?.

I've seen front pairs of seatbelts go on here for around the $200-230 range.

They are pretty simple to take out and put in. Just take your time and be careful with the trim

I had the same problem. All I did was retract the seat belts all the way and soak the entire belt with silicone spray to provide the necessary lubrication. Afterwards it would retract fully every time. It doesn't involve removing the seat belt at all but try and get into the retracter mechanism as well if you can and soak that too.

This is only a temporary fix and you will need to reapply once every month or so. In the long run the best option would be to purchase and working 2nd hand set or a brand new set all together.
