James, having a 31 myself and pumping a sh1t load of money into it, with intentions of putting it on the track, I thought about just buying a uzz30 and starting from there. (keeping or selling the 31).

A larger circumference tyre (tyre, not rim) will put more rubber to the ground. BUT it is not that simple. I was humbled by an AUtospeed article recently that taught me a whole lot more than I thought I knew about tyre size and available grip, contact patches and heat sinks etc.
SO, a larger diameter rim, with a lower profile tyre (to keep the same circumference) will probably not get you more traction, unless you go wider, or better quality tyres that are available in the larger sizes.
