Ok. I am very new to all this. Not only Soarer's but car's in general lol
I picked up a bargin of a lifetime (I think). 1993 Soarer V8 GT-L for $1850!!! The only major thing wrong with it is the clear coat on the bonnet and boot is peeling, and a few other cosmetic issues.
It runs really well.
However, I want to know a little more about the ride height of the car. When I push the height button from Normal to high (or vice versa), am I meant to 1, do it when the car is stationary. And 2, should I notice it lifting or lowering? Basically, how do I know when it's working?

It's very slow. But if you wait a couple of minutes it should be visibly higher. You might want to check to make sure it has still got the airbags in it. It could have been swapped out for coils at some stage.

If you paid $1850 for it, it's most likely going to be a never ending money pit. Sorry to tell you, but these cars don't suffer lack of maintenance well, and for that kind of money, its going to have serious, and expensive issues.

I'd check to see if it even has air bags still in it.
Does it look like a lot of gap between the tire and the wheel arch? It might already be riding to high as it might have had an aftermarket height controller. Sometimes the car is raised, then they let the aftermarket controller do all the work.

They are tough motors but the problem is they are expensive cars with a fair bit of electronics. And they fall into the wrong hands since they are cheap and they get neglected. And then someone else comes along and buys it even cheaper 'snapping up a bargain' but with no money to repair and maintain it. They aren't like a cheap commodore where you pick em up for $2k and go down to the wreckers and get all your parts for $100. First thing to check would be the power steering pump. Common leak. If it's been looked after it would have been replaced by now if not it leaks onto the alternator and costs even more to repair. Maintain these cars and they will outlast anything else on the road.

an aftermarket height controller will still have use of the high/normal switch, it just moves what is high/normal (well my one does).
Check if it actually has airbags would be the first point of call. The air compressor isnt noisy, but its definitely not silent so you should be alble to hear it at the front drivers side of the car.
