I have reconditioned my power steering pump by replacing all the seals in the kit available from Toyota, bearing and the spring attached to flow control valve. Now I am getting a whining noise when I turn the steering when the car is idling at normal operating temperature. At this time steering will be hard to turn and help from the power steering pump is intermittent. I can feel the pump is really struggling when the wheel is turning. Idling revs are around 600rpm and the whining noise will stay until revs are up to about 1400 rpm. After that whining noise will disappear and steering will become smooth.
Initially I only installed only the bearing and the seals, so I thought whining noise could be related to the spring being old. Replaced the spring over the weekend but no changed in the noise. Thanks in advance for any help. Also does anyone know a place to buy second hand power steering pump and a belt tensioner for the accessory belt? My car is 1994 TT

Sounds like air in the system. Check the fluid level.
If that dosn't work, jack up the front and turn the wheel side to side until the air comes out. Keep an eye on the fluid level. It will drop as the air is removed.
I did jack up front of the car and turn the wheels side by side while engine is running. I even did this at high revs, but unfortunately whining noise is still there I am planning to take apart the pump have another look. Hopefully I don't need to get a new pump.
