JASMA certifies the exhaust system for street use if it us unmodified (usually complete cat back systems). It's a standard which exhaust manufacturers use to stay under 90db for EPA/Street use.
This is most noticeable when you compare an aftermarket setup from your local shop 3" straight through exhaust which is loud as fvck to a HKS super dragger cat back setup which is also 3" straight through but quiet until you rev it.
If a JASMA stamped exhaust is loud then you've probably got some deterioration of the baffles inside a muffler or resonator.
