Yeah Andrew, your 20 year old CD reader is probably dying/dead. Music isn't region coded generally.
As for FM expanders yes they work, mine had one in it. It wasn't very good but it did work. Basically 107.7 was something like 78.5 and everything was off by 20~ khz and then 97.3 was like 90.1 or something as it wrapped around again at a weird point.
Anyhoo once I found most of the stations It worked for a while but I just replaced the unit. I'd suggest make up a 0.5din spacer using mdf and some vinyl/paint etc and put in a 2din CD/mp3/dvd player.
Yeah I figured that for 16year old it would be on its last legs, Ive go a Double Din DVD player in the cressida which I was going to pull out and drop in the Soarer, Just gotta figure out how to wire up the factory amps, or if any of my amps will fit where the standard one goes.
Trying to avoid doing it because Im over wiring stereos in to cars lol.
But it looks like I might have to, Although I might see about this Damian bloke and what he can do.

I think the wiring diagram for that is very simple if you don't have a CD Stacker. I can't link you directly but I'm sure some searching will reveal it. The wiring for the CD stacker version and non-cd stacker version i think are rather different from memory.
