Basically I got myself an N/A '94, blk on blk, fantastic bodywork/paint/interior, and it was believed it would pass RW, hoever after sitting around for 12 months it didn't, due to these issues. I told him I'd come pick it up Saturday pending RW, however it didn't go as smoothly as planned:
- New windscreen and wiper blades needed. - New brake pads - Bonnet latch - Exterior door handles are not working, but they have poppers in them. - One headlight globe and both need re-aiming - Tyres and rims on the stock are unroadworthy. 17" rims would be RW. - Nut on the swaybar is loose. - steering rack needs to be replaced because it is leaking.
A mechanic friend offered to do everything on the car except for the steering rack and the windshield for a slab or two. However, what could this end up setting me back? There's not much info re: the steering rack except the current owner noticed no leaks.
The current owner of the car has lowered the price accordingly. I'm purchasing it for a set amount including rims suited to the car and RW tyres.

Should be able to get a good s/hand one for about $100, not sure how much to reseal one.

The other questions I had was re: not being able to take the front wheels off to look at the brakes? Also why couldn't they tighten that nut while it was on the hoist?

Sounds like your biggest issue is the steering rack.
Brakes are cheap get them from Toyota if you can't find any locally. Castle Hill Toyota in SA ship overnight and they can get all Toyota parts. Maybe 115 delivered.
It only takes about 30 mins to change the pads aswell.
Door handles are probably just disconnected. You will need to take the door trim off carefully and see if the rods are all connected. Are the handles loose when you pull on them?
I've heard windscreens are hard to get. So see how you go. Don't bother with obriens as they will be chasing $400+.
Rims are a tricky one, my car passed in vic with 18's. So just depends on the mechanic.
Check out eBay for a steering rack. Not sure if all models are the same but I'd be guessing they are. Go to toyodiy and search for your model it will give you the part no. For the rack, then search other model soarers and see if the part number matches.
I reckon a steering rack is worth $200. But budget $500 for the whole job,
New sway bar links are $75 on ebay.
My opinion is to take it to a less fussy mechanic, if they are going to fail it because the headlights need polishing then they are far too fussy and you will probably waste cash.
Headlight bulbs are also cheap, get them on ebay $10 a set.
How much is getting knocked off the price? If you can be bothered before buying the car maybe get a $14 Pedders check, it may give you some more bargaining power and may show up if there are any issues likely to crop up soon. Lower control arms is the biggest worry as its about $800 for a set.
Regarding the RW that is not a roadworthy document its just s pre RW check done by the mechanic. A RW is written on a Vic roads form. They cost $150 and they will list all the faults which you have 7days to fix, if you don't get them fixed in time it costs another $150 to get another check.

Alistar - Thankyou for a comprehensive reply! I picked up the car today and took a mechanic friend with me. It seems the car's not leaking anywhere, and the steering rack is only weeping a bit -- a detail/mass cleaning of the engine bay/undercarruage should get it to pass roadworthy.
Novus quoted $280 for a new w/shield, however, it seems only lightly sandblasted. I can't see how it didn't pass.
You're a champion for all the responses, I'll get it cleaned up on Monday, a service and see if my own mechanic will pass it with a new set of breaks/wipers.

Also, surprisingly the car came with all its books, and most, if not all, of its previous services/rw's, registrations, and bits of pieces of paperwork.

If you are after any parts hit up daniel savage, he is on here or has a website www.southsidejap.com.au he is always willing to help out. I have heaps of parts but not what you are after. Also a rack but i wouldnt sell it as when my car was pushed into a gutter i have written it off as spares. Id highly recommend getting new steering bushes while you are doing it but depends on your budget. Now if you are doing pads id highly recommend machining the discs so the new pads have a fresh flat surface to bed into. The brakes will work better and also less chance of getting brake squeal. Headlight give it a good polish. There are alot of headlight restore kits on the market now, i use bluemagic it works well just have to put it on every month or so.. With wiperblades id recommend getting new heads aswell or get aeroblades. The age these cars are now the heads are usually a bit loose feeling and even with new blades can still smear from the freeplay in the heads. Im unsure to why he didnt tighten the nut.. I mean im fairly stringint with my slips because i want to make sure under my name the cars go out repaired and safe but i always try help customers out.. Brakes you can check on a hoist with just a torch and peep through spokes for the outside pads. If you have any other questions feel free to ask sascha

Pedders supplied and fitted a reconditioned steering rack a few years back... about the only good thing Pedders ever did for me... was about $600 fitted from memory.

Thankyou for all your help guys.
Had a guy check it out today -- tomorrow morning it goes in for a service - fluid changes (recommendations on oil and brake fluids?), wiper blades, polishing the very lightly sandblasted glass, and brake pads.
Taking the car in to get its list of recommendations here by my guy. Honestly I think it'll pass after a clean up and service.

Yeah when I got mine inspected they said there was an oil leak at the back of the engine, he just said to give it a wash before bringing it back for the final RW inspection.
In VIC I believe they have to take photo's of the car to attach to the roadworthy so I guess as long as it looks clean and there are no major leaks you should be OK.

try BIP toyota (a wrecker in deer park... i think) they usually have a couple of toyota's on hand for parts (thinking windshield) if that would pass.
the steering rack would be the biggest dollar drainer i would expect from that list. it seems most of that you could do yourself with a couple of tools and some time.
