Hey guys, I recently had error on my ECU code being 21 o2 sensor,

I change the sensor and pull the EFI fuse for overnight at least 6 hours when i replaced the fuse and test again the code is still there even before i start the car,

Does anyone know what would cause this issue, the idle was poor when i restarted just as if the ECU is relearning the fuel map but I dont know why the code is still there.
