When i purchased my car it had this square painted section above the wheel arch it is painted on above the oem paint and come to gather it is actually blackboard paint!! any reasons why this would be here and how do i remove it?? it can be scraped of in areas under wheel arched to show oem paint but im afraid if i scrape it off it will look horibble picture is attached bellow

from the looks of things, that isn't blackboard paint, it is a patch pannel beaters use to cover up rust, small dings, cracking paint, it is effectly a putty patch. the only way to really get rid of it is to either use paint stripper (not a good idea unless you want to respray you whole bumper), sand it back, and get a spray painter to feather in a coat of paint and clear coat the whole fender.

While im here, The car has a few minor scrapes from usual wear and tear over the years and minor oxidization on the clear coat what would be a estimate to have it cleaned up and looking new??
