Hmm, I don't think its custom. Not 100%, but I'm fairly sure I've seen the same bumper on a different car. I'll try find the pic.

According to the forum linked above, its called an "Aero" kit made by T&E(Same people that make vertex)

After a bit of google searching, theres a few S14's with a similiar style bodykit, so i'd say thats it
