You'll have to take the door trim off (bottom half first then there are screws and pop clips to remove the top section). I can't remember what the best thing is to use (not sure if plastic welding will hold so well) but IIRC areldite (sp?) is supposed to be good to hold the plastic together.

Has the underlying plastic broken through the vinyl covering? Looks like it, if so, either get a replacement from Toyota (or Lexus in Canada) or take it to a motor trimmers. I did the latter, and they plastic-welded the crack, and then recovered the whole thing with vinyl. This was about 3 years ago. All OK so far. Both my drivers and passenger sides have gone in exactly the same place, but I was able to catch the drivers side BEFORE it tore through the vinyl. I removed it, and used some 2mm aluminium plate beaten to the right shape to reinforce it, and about a cup of epoxy resin to hold it in place. A pair of suitable clamps to hold together until it set and hey presto...

i got out the ole trusty soldering iron to heat the two pieces of broken plastic together, that was about 3 months ago, i will see how it is holding up when i pull it apart to install car alarm (yes i know it is nowhere near that area to install but i am intreagued how it is holding up). there were numerous cracks around it and all were soldered together again, felt pretty sturdy afterwards. obviously you can only solder one side as the other side is still covered in vinyl...although yours is broken all the way through so in your instance i guess you could do both sides (and fix up the vinyl after you have soldered it). it is very easy to do and requires very little effort, just don't get the soldering iron near your fingers or the vinyl
