My seat belt doesn't want to fully retract and appears to have lost most of it's tension. Still works if you pull on it quick (no comments please). Has anyone tried to repair the mechanism in these? Are they hard to get out?

Considering it's designed to prevent you from being propelled through the windscreen in the event of an accident, I would be HIGHLY inclined to get a new replacement.
Mine is doing the same thing and as soon as I can afford it, new ones are going in. On the proviso I can find new ones

I'm faced with the same problem on my V8 in the UK
I'm told that only the black/charcoal belt is now available new - Toyota deleted the Spruce Green belt a couple of months ago as a stock item.
Apparently their OEM supplier is prepared to make a new batch - but only if they get an order for 100 units.... And even the the cost would be £150 sterling delivered
Can't find a supplier here in the UK prepared to repair the seatbelt rewind mechanism - prob too risky
So what's the solution for owners of Spruce Green trim wanting to keep their cars looking original ? Do we buy a new black belt and then find a supplier prepared to re-web it or transfer the old green webbing and trim bits onto the new reel ?
ods on rewebbing will vastly improve the retraction. if not, a new Autoliv real can be ordered and rewebbed using a colour as close to spruce as possible.
Best case $98 + $15 postage.
Worst Case $145 for new reel (inc rewebbing) and maybe $30-60 for appropriate mounting brackets, $15 postage.
I, too, have been told that only black are now avaialble. However, assuming that you are not too worried about the belt-colour itself, it should (I think) be possible to replace the seat belt assembly with a "black one", BUT substitute the original (spruce) for the "arm" that extends over the drivers shoulder.
The result should be new belts & mechanism, while retaining the interior colour of the components apart from the webbing itself.
This is similar to how vehicles complianced under the old australian system were fitted with "improved" Australian belts.
I'm about to do this on mine and will let you know how I go.
I would also be interested in some spruce parts if the price is reasonable.

I took Ben's advice and contacted Graham at Seat Belt Solutions. I have removed the belt and sent it to him. if he can't repair it, he can match the spruce and reweb it with all the original fittings including the "arm". Let you all know the outcome and cost when I get it back.

there's someone on this forum who will make any belt, any colour to ADR specs
To be ADR compiant, they must be tested, meet the right tension and strength figures, AND have the ADR tag sewn in on the belt to display the fact it meets these requirements.
I dont doubt they can be repaired and made, but if they dont have this label attached, they dont carry any official safety rating at all.
I remember when I was given a defect on my 180sx for seatbelts not meeting ADR, all I did was head to a wreckers and un-pick the label from another car's belts, and get them attached to my current ones, but checking the stats, I found the Japanese belts I had met, and over-acheived the requirements of the ADR belts I was meant to have swapped to.
Either way, ADR stamping must be attached and displayed.

Ben, I am not sure whether that comment is correct? What about "HEMCO INDUSTRIES SEAT BELT DIVISION" in Ballarat (Victoria)? http://www.hemco.com.au/seatbelts.html

OK, seat belt has been to Perth and back for repair. Seat Belt Solutions did the job but it was still a relatively expensive exercise. Had the mechanism replaced with a second hand unit - cost was $165 + freight both ways. I was quoted $150 for another belt from a wrecker, but it didn't have the arm on it and I wanted to stay original. Just one of those things you have to fix no matter what it costs.
