Is there any way to repair a crumbly back parcel shelf?

If I have to remove mine again, I'm not sure it will go back in. Was hoping it would be possible to remove and fibre glass the back somehow.

You can get a stereo installer to replace it with MDF (Craftwood) covered in as material that is as close a match as possible. They do that all the time on older cars when the parcel trays crack when they have to replace speakers in the parcel tray.
