I am looking to get some Supra front seats for my soarer, and I know they bolt straight in, but are they considered legal, seeing as they are not standard soarer equipment? ie do they need to be engineered?

Yes the fit, NO they dont need to be engineered :-)

i doubt they will need to be engineered as they are direct bolt in and would have had to pass the regulations anyway in a supra and not to mention 99% of cops wouldnt know the difference if you had the rear seat trimmed to match or the supra seats covered to match the original interior

yeah they fit right in, got em in mine n av been through regency with em plenty of times, way better look for the car too.
