Sean, it's possible to tie them down with something elastic like light shock cord. That pulls them down into the holes in the seat.

The unit in the green box should slide down over the seatbelt housing with an audible click. The unit (it's a cover) in the red box doesn't appear to have seated properly, possibly because the clips may have been broken (easily done). The cover should sit lower than this with no gap visible.

The OEM belt buckles sit snugly into the grey holders which are attached to a metal bracket mounted to the floor beneath the seat.

Your compliance belts are different and don't fit the plastic holders (which are also on the wrong side of the car). The bracket was also ditched during compliance.
