first of all, is it illegal to remove the resonators? I'm assuming yes.
Second, what would be the cheapest, legal, deepest sounding exhaust mod that i can get?
Basically i want it loud but legal.

It's only illegal to not have cats fitted.

Cheapest and maybe legal, would be to cut the pipe just after the cats, removing the single resonator and 2 middle mufflers, then connect back to the rear mufflers.

So basically a straight through pipe from cats to rear mufflers. Sorted

Sean, it should be close to legal with the standard rear mufflers too.

Mine is similar but with Lukey Hi-flow mufflers and is probably a whisker over the noise limit, but I have never been hassled because of it.

Pick your times to plant the foot.
