I can supply this for you as a exchange refurb with brand new factory finish. It's not cheap and only includes the outer rim (ie: Exactly what you have shown in your picture) with wood inserts with leather colour of your choice. Allow $550 delivered. You supply your own horn pad (Mine with Lexus emblem was sourced from the US on eBay. I can provide a swap wheel for an additional holding fee so you are not without a wheel while the refurb is done.
Wood can be colour matched to 3d molding on dash inserts and 2d dash kit overlay as shown for a lot more $$$ for a complete coordinated finish...
Warning, this can take time to complete. I've had two made to date and both took several months. It may take less or more so don't complain if it takes time to complete! Another member on here has one and was very pleased with the result.

But coming to the steering wheel, can I not just replace the whole unit(steering wheel + airbag) with another Lexus steering wheel (possibly an LS400 one)?
You have found an old page link. That product is no longer connected to the current payment database and therefore can't be ordered (as it is no longer available).
That was a steering wheel cover anyway, not a complete rebuild of the original wheel to factory dimensions with real wood/leather.

I'm sure it is possible but unfortunately I can't do it.
Horn pads in different colours regularly come up on ebay however. For example I managed to source a black US horn pad with the lexus impression on it from eBay and then retrimmed my grey wheel with black leather and the wood trim. (I also added a chrome Lexus horn pad badge as seen in the pic also off US eBay).

This from another thread:
"note that four-spoke wheels between different models of Lexus do vary in size so fitting, for example, an LS400 four-spoke air bag on an ES300 four-spoke wheel will not match up perfectly, or at all."

I have been extremely busy with a number of 'projects' inc work, health etc...however, the main reason I haven't been on the forums is because my soarer has been off the road for 1 whole year due to the Lextreme debarkle... Made any sense of it? A lot of questions for what will work and no real answers. Single stage (and correct size) Air bag will be your biggest problem also buying a complete wheel. The ones I can see on eBay for the GS's etc are all less the hornpad/air bag probably because they are out of cars involved in accidents.
If you do find a complete late model wheel that somehow fits AND has single stage airbag it won't be cheap. Plus you'll have a woodgrain colour on the wheel that won't match the Soarer interior. You still have to redo your wood strips with my solution but at least you can colour match everything. I'm not keen on the picture in that thread showing an obvious wood colour mismatch. I guess it depends how fussy you are at the end of the day.
I think Neil from Rush had a late model three spoke installed but without the airbag, so it can be done. But I recall the complete wheel was still expensive and you would need to be ok with the not having an airbag and mismatched wood colouring.

Which as far as I know, in Australia attracts a fairly hefty fine. (Well at least I thought it was the whole of Aust. Never had a vehicle with Airbags till I moved to Perth!)

91 through to mid(?) 92 didn't have airbags so those years are ok..
