the power steering pump was rebuilt in late 2009.

Fluid is full and there are no leaks. Vacuum lines are connected.

In the last week, on occasions the steering goes heavy, feels like only half assisted, but then comes good.

Any ideas?

Nope.............Only by replacing the whole bottom arm, as in, the ball joint is a non serviceable item.
