the heater will work on max, and only sometimes at lower temps.
The lever on the actuator goes fully in when turned to MAX, but goes to fully out as soon as temp is reduced below max.
Should this lever slowly move in/out as temp is varied? OR be either full in or full out?
what will cause this? ( is it a sticky vsv?).
Does the voltage to the vsv vary with temp adjustment there by giving various vacuum to the actuator and therefore changing the flow of water thru the heater core?

Tom the Actuator shaft is either fully in or fully out. It is fed vacumn from the VSV value. The VSV value works the same as the water inlet value on your washing machine. It is a solenoid value, an electro magnetic value. It is either in or out. A small vacumn pipe runs to VSV value/tap and then to the Actuator. The actuator controls the hot water flowing to the heater core. The VSV is fed by 12 volts, and only 12 volts from the temperature control ECU. Say at a set 22*c the VSV will be switched on & off to maintain that temp, and so the actuator will fluctuate between flow & no flow or hot water.......

On the far left passenger side under the glove box is the heater fan. On top of it is a motor/actuator with a flap, which controls whether the air is from outside or internally recirculated.
