Of course they must be roadworthy mods... They would be fools to allow illegal mods that may actually CAUSE accidents.
I don't know who told you that 99% of mods for "imports" are illegal. Mods to "imports" and non-grey market cars are no different in legality. It may just seem that more drivers of grey-imported/japanese cars dis-regard laws, nonsense or not, and perform illegal mods.
All else fails, an Engineers Certificate will fix all...although I'm not real sure how the Vic system works with that.

I do know something about import mods as my other car is a 324kw@wheels R33 skyline and according to vicroads laws nearly every mod on that is illegal!!!
According to vicroads changing anything from stock is illegal.

I am insured with Just Cars Insurance here in QLD. When i bought my 91 TT i had just turned 20, had a rating 3 (thats what Just gave me after having a clean record for 3 years). Mods where Blitz Nur Cannons, lowered a fair bit (not sure how much exactly) and some random 17" "mags".
Premium was $1700.
This year, my premium has come down to $1071 which i am fairly happy with considering.

Hmm, Giltrap Toyota gave me a free valuation on my Soarer - I just drove up and asked for it - maybe see if a local LMVD (or whatever the aussie equiv of LMVD) can do the same?

All my mods are insured by my policy, no questions asked. But i cannot claim for unexpected explosive breaking (ie, if my turbos all of a sudden decide to spit bits of metal into my engine)
