The effect probably only works at exactly the right speed. Vary it by say 1 kph and the effect would rotate instead of staying still.
From inside the car you probably can't judge if you have the speed exactly right unless you are driving past shop windows etc.
With the speed variation on suburban driving, it would probably be a total mess.
But they don't tell you that.
However, if they had a wheel speed sensor built into the system, then it could be made to work properly, but at slower speeds like when lapping and trying to impress the chicks, it will probably still look lousy. |

hahhaha! That is extremely lame, but a perfect toy for people that have silly neon lights under their car or ugly chrome wheels etc! 
However its quite cleaver and would be pretty amazing to see while driving past but its not my cup of tea! Id never put stuff like that on my cars |

someone will have them soon i am sure but they not for me either, it might be the next advertising craze. like pizza hut using them on the delivery cars. the next thing will be a display on car windows .... like one way glass see out ok but have a changing sign on your window for all to see. |
