washer... damn that is the mos dangerous this i have ever heard of. It they are brand new rims get a refund. Bloody rip of merchants, i they dont know how to order the correct rims they shouldnt be in business
If the spacers are hub centric then they arent that bad either, but like 99% of idiots they dont get hub centric ones.
I would ditch the rims and buy some proper jap rims that have a good offset

Just a note to all about spacers , if you drill and tap the hub and put two countersunk screws in they are not spacers anymore as they are autually attached . That's why disc's that just locate on the wheel studs have two screws holding them in place , because otherwise technically they would be spacers also .

I had a BMW 325i once and had alloy wheels fitted. They did not quite clear the calipers, so the mechanic applied an angle grinder to the offending bits of metal on the caliper. Was only a few mm, but it did the trick. Now I am sure there are horrific implications in doing this, but I'd rather do that than add washers or spacers.

both type of spacers are illegal, if you were going to get some hub centric ones buy some decent ones that aren't Chinese. But if you get the spacer plates 3mm is the max width you want to run anything bigger than that is dangerous unless you get extra long studs.
