Yes, handling will be affected to some extent. The car is designed for a 50mm offset, as you move away from that, you are increasing the wheels leverage on the steering system. Increasing the tyre width increases the tyres grip on the road, but also the roads grip on the tyre. End result, more tramlining as road ruts pull the wheels more, and the wheels have more leverage to pull the steering.

Mate, I've got 18x8.5 +28 up front and 18x9.5 +36 up back. I had to only slighlty roll the left rear gaurd, but I had some previous panel damage there that was causing my woes anyway. If you're body work is in good condition, you shouldnt have much of a drama.
If you do need to get them done, most decent tyre places can do it for you. Expect to pay around $80/gaurd for it to be done.

I run 18x9 +30 up front and 18x10 +38 in the rear and rolled before fitting them as it looked like it would be close.
I didn't roll my lips flush, I just rolled them back a reasonable amount.
When I rolled them I used a bolt on guard roller and a heat gun to heat the paint but on the left front guard the paint still cracked - I suspect this was due to a previous incident on the guard.
There are a couple of bolts that protrude from the lip and you wouldn't want those rubbing the tire as they would put grooves in them quite quickly.
