When I have the air on "in-cabin only" (reticulation), it seems I'm still getting the smells from outside while driving. The filter was changed recently.

The foam seals tend to break down and get blown out through the vents, so it might not be airtight.
Might be worth finding a clear road and just testing that the smell isn't there in either fresh or recirc modes, as it may be coming from elsewhere, eg crud on the A/C unit.

There is an air-con spray that you can buy. This spray kills all the bacteria spores that accumulates on an in your air-con system over time. Sometimes you can tell if you have an "greasy, oily, foggy" front windscreen, which are the bacteria growing!!!. What you do is go for a drive and get the air-con going on the coldest setting, while the air-con is still going spray the stuff in the intake of the air-con "vents where the wipers are". Use about half a can and should be right.

haha you will only find clean roads in the country ehehy not in the city,, hehe could not help my self
