this is in an EMV V8.

if max heat is selected, i get plenty of heat.as soon as the temp control is moved off max, no heat.

looking at the actuator arm on the VSV heater valve, when max heat is selected, the arm is "IN", but as soon as you go off max heat it is "OUT". What is the problem
