I just took over a 91 lexus soarer from someone, and the air con only emits hot air but not cold air, is there any remedies for it or recommandation what should i do?
First check if the clutch engages on the a/c compressor when you turn the A/C On. The clutch is the front most part of the compressor in front of the pulley.
The Belt on the pulley will always spin, but the clutch only engages when the A/C is turned on.
A cracked or leaking condenser or evaporator coil will cause the system not to cool when enough refrigerant leaks out, or a leak of refrigerant anywhere in the system will.

my air con system only emits hot air too, if i have the AC turned off it still blows quite warm air up around the temperature of 26 degree's even with the cold weather we are having now
