My heater wasn't working so I got working unit then installed the whole set according to this picture. However I still get cold air, and found out I'm missing the small bit (one in red circle). Can it be cause of the cold air (even if the heater tap is working) ?

Is that something I can get from Repco or somewhere ? Also wondering whether it's meant to narrow down the hose connection or block the line ?

Just looks like a pipe joiner to me - you should be able to get one from a hose specialist, but you'll need to find out the size.

Many years ago I had a missing joiner in a gasket & hose set I bought from England - rather than wait for the part to re-ship from the UK I hunted around and discovered that Enzed had something that would do the job, and it only cost me a couple of $$'s. Was solid brass too, so probably better than the plastic thing I would have ended up with from the UK.

It's not a joiner, it should be a one way valve.

That should be fairly easy to find too I'd think... Would a hot water mixer low pressure stop valve from a plumbing supply shop fit perhaps? Probably not the right diameter.

It's a vacuum valve.

Probably common to most Toyota's - go to the wreckers and scab one.

This will only affect the operation of the heater tap. If you can see the heater tap moving back and forth when you change from hot to cold then it shouldn't be the cause.

Move the heater tap manually to the hot side and once the motor is running the hoses should be hot.

So the diameter of the joiner should be same as the hose line (nearly) ? or it should be really narrow to increase pressure or something ? please forgive my dumbness

The red piece is a one way vacuum valve - its not a joiner.

It prevents the VSV from operating due to changes in manifold pressure.

Just go to a dismantler and get one.

Today, I just turned on the heater and found that it's working !

So the hose from the engine connected to VSV directly without the 'one way vacuum valve'

is that normal ? would it make any trouble or something ?

I've noticed that the one-way vacuum valve in question here has two different colours - black and white on either end. Which end goes into the hose leading to the VSV?
