May as well add my little tutorial
Using Microsoft Paint to Resize Images
Right click on the picture you want to resize, then go to Edit. MS Paint should be the default application used by XP to edit images. Once MS Paint has opened, press Ctrl + W. The Stretch and Skew dialog box should appear.
Play around with the Stretch's Horizontal and Vertical properties, and make sure they are always the same in value otherwise you will have a disproportional picture. If you make a mistake, just press Ctrl + Z to undo your mistake.
Once you're done, press Ctrl + E to view the picture's attributes. Make sure the Width conforms with this website's maximum size (800 pixels wide). Once you're done, just save the file and upload! You'll have a picture that isn't too big in size, meaning it shouldn't take too long to upload. Using paint will compromise the picture quality of the picture but not enough for anyone to really notice.
