It's the same in the UK for cars that are less than 10 years old, and it's equally stupid, since as soon as the car is registered virtually any mod is legal, except decat and the usual "construction and use" stuff like excessive exhaust noise and wheels sticking outside the bodywork. We don't have any nonsense about "only one mod to the intake", for example.
Older than 10 years and all we need is the annual roadworthiness test (earlier than '93 and we don't even have to have a cat), so modded imports are no problem.
