Frank, these kind of things have been covered very extensively on this forum.
If you are after the cheapest solution, then second hand ceramic turbos are the way to go. The only problem with this is that you will never know how the second hand turbos have been treated during their lifetime, and they may die on you just like your existing turbos right now. A set of second hand ceramic turbos should cost anywhere from $400-500 from someone on this forum.
The more expensive option would be to purchase a set of steel wheel turbos, either from Ebay or a reputable store (such as CGC), and replace your existing turbos with them. Apart from the cost factor, this would be the best option for you if you're not chasing big power and want long life reliability.
The least expensive set of steel wheel turbos can be found on Ebay for around the $1200 mark. There are a few threads that have been dedicated to these turbos, which can be found at:

frank go to ATP in Murrumbeena corner of the princes HWY and Murrumbeena rd.they do recondition turbo. if you can take the turbo out buy yourself and take it to there to get steel wheel turbos for 1200. and you have to put the turbo back on your car. there is another way,1200 for new chinese ct12a turbo on the ebay. good luck mate

Frank for the record whoever quoted you $4500 for a single turbo set-up was very much deluded. Single turbo set-ups are extremely expensive especially if you want reliability with costs ranging from around $6000 right up to a touch under $20000 for the serious ones.
Yeah that's right. I considered going single (check my thread from few weeks ago) all the pieces of equipment needed were listed there and the cost easily could reach 6K if you're lucky...

Yeah, I saw a R32 at manta racing yesterday that had been converted to single, put out 386rwkw and had all the mods to make it reliable. Steve said it cost the guy a touch over $32,000 to achieve that

My bill is rapidly approaching 20 grand ($16540 thus far) I have taken things to the extreme in most cases however this is my daily driver so reliability is essential
