Due to the japanese limits the max power a car can have off the production line is 206kw or 208kw. Do the soarers have some sort of restriction in the ECU or a chip or something?

No, there is no physical limitation. That would involve the ECU measuring the current power output, which would be tricky. It is just the manufacturer's stated power. They car may have less, as is common, or perhaps more. It is believed that some Skylines and Supras, for example, came out with rather more than their advertised limit, and they can certainly be pushed over it with modest tuning.

The 'agreement' is for 206kw. GTR's are always thought to have been over this limit by a fair amount, same for supras.
The TT soarers are tuned to produce 206kw. With simple modifications, the sky's the limit. They are not 'restricted' as such by toyota, they are just tuned to that amount. You can do many things to up the performance. Intake modification for better breathing, larger intercooler for a more dense air charge, more boost to increase the volume of air to be mixed with fuel (increase fuel to match) and through aftermarket or piggy back ecu's, yuo can richen/lean the mixture for a bigger bang, and adjust timing to do the same.

I got told Japan has gotten rid of the "governer" law which is why Nissan started selling the R34 GTR Z-Tune in 2003 which came out of the factory with 380kw or something like that.

Bill, the speed cut is, the fuel, boost and rev limiter cuts are all just manufacturer specificed like any other car no matter what country in order to produce a safe running vehicle. And yes the gentleman's agreement is no longer in place. As pointless as it seemed to be given the ever decreasing 0-100times but apparently the same power hehe.

Hehe, we saw the start of a "power war" over here between Ford and Holden using low-tech no replacement for displacement V8's, which kinda stopped since petrol prices went up.
Imagine what would happen if a power war started between Toyota and Nissan. The sky is the limit, me thinks.
