Ok so I just got a new water pump installed and my car has been sitting for a week because it snowed and when I went to turn it on there was a while liquid dripping onto the serpentine belt and spraying the air intake. so my question is:
The white liquid is it coolant and where is it coming from because the water pump has a new seal on it?

When I put coolant in it was red from what I remember but I read somewhere that if the coolant to water mixture isn't right it will turn white or if its mixing with oil it will turn white.
and no I don't think its snow because i had fully cleaned off my car both under and on top

Yeah that is what I am seeing when I open the hood ever now and then there is white ish residue on the inside of the hood and the side of the intake pipe where i assume the fan belt has sprayed the coolant,
and no there isn't any coolant on the ground from what I can see only when I run the car do I see the problem

Check your top tank for hairline cracks. I had an odd coolant leak that took a while to track down. Turned out to be the top tank had hairline cracks. Easily replaced by a radiator shop if that's what it is.
