If the engine has been cared for, I would be confident to say it wouldn't have issues running a bit more boost in its current state. 200,000 really isnt that much for a quality engine like a 1jz if it has been maintained.

Engine block - bearings (Main) - bearings (Rods) - ARP connecting rod bolts - ARP main stud kit - ARP head stud kit - Front oil seal - Rear main seal - OEM Toyota oil pump - OEM Toyota water pump - OEM timing belt - OEM drive/acc belt - Timing belt idler pulley - Timing belt tensioner - Drive belt tensioner
Head; - Toyota VRS kit (valve stem seals, guides, intake manifold gasket, MLS head gasket etc)
Machine shop; - Block prep. machine and hone - Crank prep. machining - Rotating assembly balance - Head rebuild
Other parts; - 12 exhaust studs - 12 exhaust bolts - PCV valve - PCV valve rubber (intake to camcover) - Toyota packing sealant x 2 - 8m silicon tubing in 6mm - 2m silicon tubing in 4mm - Tensioner/Idler pulley/crank plastic cover - Viscous fan coupling
There are a few things missing, but its agood idea of what a ground up bottom end + head build requires. There will also be various bits relating to the standard turbo's you may need to consider.

When someone pays me to organise a full rebuild, that is a portion of the part list.
If you look carefully, only the last bit is optional ;)
Standard Toyota head, main and bolts are more expensive than ARP gear which happen to be twice to three times as strong. You're not supposed to re-use stretch type OEM bolts.
You need a VRS (valve regrind set) to rebuild the head, it also includes a new mls head gasket. A 'full rebuild' would mean new oil pump, water pump, tensioners and belts as a matter of course as they're typically out of, or close to being out of spec.
Exhaust stud and cam cover bolt replacement is optional, but for $50-100 well worth it. Cam colver 'screws' i should say, are typically cracked and don't work well, causing oil leaks. Replacing all of the heat hardened factory rubber tubing with silicon is also not necessary.. but you might as well while the engine is out.
The viscous fan, at up to 18 years, and trillions? of rotations old - typically don't work as they should (engage when the radiator is ~80 degrees).
