I have just realized that when my car has been running for a while, the clutch fan which kick in like its meant to but the problem is that onces it has kicked in, it won't unlock, like it will constantly be lock and spinning at the same speed as the engine, sounds like a truck in a way. Does my fan clutch need to be replace. It is very annoying as it puts so much weight on the engine

Yes it needs to be replaced .
Whilst very annoying its a great component that Toyota designed that when it fails, it locks up and works constantly , as it will not leave you and your car on the side of the road !
Ford on the otherhand made their 1990 fans the opposite, and i have a complete upper leg scar to show it !

you can get a silcone lube repack kit from toyota. Just ask them for it, tell them it's for your Soarers viscous fan. open the fan, 4 bolts. and pour the lube in. done as good as new.
