I appear to be having a recent issue where on cold days the startup revs are in the 1500-2000 range and then over a few mins it drops down to normal. This doesn't happen once it's warm, only when cold.
What is the standard cold start rev range ? i conducted some searches and most of the comments relate to checking the IACV ? should i start here or would a faulty valve cause high idle on all starts ?
also my cruise control isn't working anymore, when i set the speed it keeps increasing.. past the 107km limit.. not sure if they are related..
Any advice ?

Your car is ment to rev that high when its cold isnt it?If it didnt it would most likely stall in cold conditions. Your standard idle speed should be 700+50 rpm at idle when engine is at working temp.

Yeah mate my engine does that all the time depending on how cold it is and sometimes starts off really close to 2000rpm and eventually makes its way down to 700 - 750rpm and sometimes even idles at 650rpm until I start driving. No stress.
As for the cruise control, they aren't related as far as I know, I would be getting your cruise control checked out to ensure everything is in the right place.
