no this is not normal. The fact that the ceramic wheel has collapsed and possibly sent bits down the exhaust is no reason for the starter motor not to be able to turn your crank and pistons over. they are not really related. So investigate other areas.

How do you know the rear turbo let go ? Unless in very rare circumstances , they ceramic wheel can get sucked back into the chamber .
Does the starter still attempt to turn over ? And just stops at a certain point ? Maybe the engine has suffered damage and this could be preventing it turning over ?
