On my 1jz vvti I changed the turbo and now it is leaking from what looks to be turbo return hose at the actual flange on the sump. I tried tightening up the bolts on the flange to see if it helps otherwise what could be the issue? Should I try a new gasket? Or get some gasket goo and put in around the flange. It didn't leak a drop of oil before.

It could be residual oil from the removal...
Have you cleaned it up and re-inspected?
If so, do as you say and just remove it, clean both mating parts and either replace the gasket, or just a light film of high temp sealant on both sides.

Permatex do a high temp form in place that's really good and not expensive - I can't remember the number of it (Permatex 2 I think?) - that'd be my recommendation.

Had a second pair of eyes on it and I'm told it looks like it's the sump leaking from the back of it. Maybe it was just a coincidence. I've heard good stuff about Toyota's FIPG. Is it at all possible to find where the leak is and squeeze a bit of FIPG in there without removing the sump?
