yeah ticking sounds like the battery
a test with the multimeter determined that there was something in the car that was wired incorrectly that was draining it constantly. same thing happened to me with a brand new battery.

Two main reasons why engines don't start, no fuel or no spark. Check wether you have both of these. First thing i'd be doing is shorting out pins FP +b in the diagnostic port to see if its the fuel pump ecu.
This is assuming its turning over. If its not turning over then start looking at fuses, relays and starter motor/contacts.

I used to get this problem intermitantly until i worked out it wasn't my battery but my battery leads.
Well not the cables but the connectors on the battery end. Were quite old, very rusted, couldn't be tightened up etc etc. Got so bad after awhile the car started to cut out when driving (eek). Replaced the connectors (easy to do as they are just bolt on rather then soldered) and problem has never shown again

I had the same sort of problem. Starter wouldn't turn every time it, sometimes it just went click. The battery volts were ok, and I had cleaned the terminals. It turns out the Starter was burnt out. I had it replaced $150 for a reconditioned motor and $85 for installation, ($85 included checking the bushes and taking off the front left control arm to get a closer look at the condition of the bushes there & grease them) Starts fine every time now.

for future reference, in case you have an oil link, make sure it doesnt drip onto your starter motor, it will screw up the thing. Stuff the windings and brushes.
