mine does the same or in neutral but in gear it idles at 700-750 rpm
its just the idle adjustment screw on the throttle cable side ull need a 8mm spanner and i think a 3 or 4 mm allen key, but remember as these cars get older you will find having a low idle means lots of stalling when coming to a stop, as proberly u have known over the years

Don't touch the idle screw!
If it was working, and then all of a sudden isn't it is most likely a vacuum leak somewhere...
There is a little thing called the ICV "idle control valve" which lets the correct amount of air in for idle in all different conditions (in gear, neutral, a/c etc) The throttle is completely closed or very close to it..
If a vacuum hose to the inlet manifold cracks, falls off or leaks too much the ICV cannot stop the air from coming in and cannot control the idle speed from rising..
I recently was doing some road tuning and the line to my power steering came off and my idle went up to 1200rpm.. I found the hose by listening for a sucking sound and as soon as you pop your finger over the end and stop the leak, bam, straight back to 700rpm.

i found after a few years i just go to my local spare parts shop like auto barn or supercheap and buy a meter of vacum hose and start going through car and replacing these lines

They get old and brittle and crack..
Slowly replace them one at a time and before you know it they will all be new!
I think the silicone hose is good stuff... Just get the black stuff to keep it stock looking, or if you want to rice/bling it up got for the coloured stuff

I know it's an old thread - but I just found out what my issue was, so any future members who see this thread can check what i checked.
1. High idle in park and neutral (or surging). 2. High idle when in D (1000rpm or similar). 3. Surging (revs going from 1-2k rpm) is caused by misalignment of TPS usually. 4. If tps is fine, usually you will just rev high.
- Turns out that when the power steering fluid is low, the car has a high idle. This is probably the air valve - a quick fix.
If you have a power steering leak - get it looked at.
My leak was not visible, it leaks straight into the intake from the idle control valve.
- When fluid is full, high revs go away. - When fluid is low, you get high revs.
Anyway, anyone with this issue - check your power steering fluid. Make sure it's topped up - hopefully that'l fix your issue. When it's low, you get a vacuum leak if the idle valve is stuffed.
Vacuum leak = high idle, lack of power at low revs, and so on.
So, first thing to check is the idle control valve. (not the one on the engine).
If the fluid being full, and new air control valve did not fix your issue, look at these solutions:
Engine Idle air control valve: bearings replacement and clean - $15 in total.
