Here is an interesting link.

http://www.autoserviceprofessional.com/article/92420/The-dreaded-engine-surge?Page=3

This link helped me realise a few things.
Maybe it will help you too.

In my case, i didn't realise that the Soarer will loop revs in park and neutral when it has a vacuum leak - And also didn't click that the power steering system was vac operated and could be causing a leak - so have been running around like a turkey cleaning IACV, getting fuel pump ecu's and so on with no change.

Leak in power steering will be fixed this weekend, and I will update at a later date ~

So, hope you enjoy the read.

Rob have you had the main ECU checked/repaired yet?

I have not.

Been working hard, bills have been coming in - and so on...

Very slack right now.

I will probably be fixing the alternator and power steering leak before the ecu however...

ECU says "OK" in the diagnostics on screen.
A bad ecu may still say "OK", so I'll be getting a recap asap really.

My idle started to loop, after replacing the thermostat and coolant.

Mechanic told me it was not coincidence.

I unplugged the hoses on the intake to the p/s idle valve and the plenum IAC valve.

That fixed the surge, but I had to hold the accelerator open to keep it idling.

2 new bearings in the IAC valve and all is good.

Hi Stew, check out your private messages :-)
I forgot to mention about cleaning the IACV in the message, but hopefully that's what it was.

Otherwise your idle looping issue has simply stopped for now as you reset the ecu and it is once again relearning - meaning it will happen again if it is not the IACV.
