Is the small oil cooler that's on the passengers side behind the front bumper for the PS or radiator fan? Tried to follow the hoses but they dissapeared under covers so I gave up.

Right over the Passenger side is the one for the fan.

The power steering is in front of the radiator.

Well, It is on my car.

I hesitate to to offer a different answer, but on my 91 UZZ31 the small radiator on the passenger side is for the hydraulic fan and the solid line for the power steering. The fan hydraulic fluid radiator was bent in a bingle and cost the insurance company almost $1000 to replace. I had to help them identify part numbers etc. and consequently became more familiar with it's function than I really wanted to.
