I think with 4Litres it should come on boost ok.I think is requires exhaust gas to spool up the turbo not revs.(GTR's need to rev to get the exhaust gas happening)

Revs have nothing to do with turbo function, a turbo only requires gas flow and heat, it doesnt care whether the engine is spinning at 3000rpm or 30,000... and generally speaking a 4 litre engine will spin it up better than a 3 or 2.5 litre will...
If its a stock internal engine you wont be running much boost, at least being a larger turbo it wont strangle the top end
