If you want to import a modified car, it has to be returned to stock, complianced and then youre allowed to put all the good parts back on.
Whats the purpose of this? Surely it cant be for safety reasons as you can simply put everything back on afterwards.
Whats stopping a compliance place from simply saying, "Yep, we took all the modded off, complianced it, and all is good. Then we put all the we took off back on." ?
Who checks up on the compliancing place to make sure theyre doing a proper job?
If a place simply complianced a vehicle that was fresh off the boat without changing a thing, how on earth would it be possible for them to get in trouble? Who would follow it up?

Basically what it all comes down to is the fact that the compliancing place, by law, is required to destroy all the modded parts. If you can find a nice one that will let you keep the goodies, good for you. Or import it yourself, but that brings about its own set of dilemmas.
