Dave, they usually ask for some money to cover some necessary costs, so how (or whether) you open a bank account does not matter. If you provide money for the small costs they will ask for more ("transaction fees" "bribe an official" etc) and more until you give up. You might be nice enough to give them a credit card and shorten the process.
The scams do not work by removing money directly from your account.
Incidentally, I woke this morning to find I had won two lotteries for a couple of million Euro. Again.

There are no taxes on lottery winnings or gifts. If you made a running business out of helping poor Africans down to their last ten million then the tax office might be interested. If you assisted the defrauding of a legitimate bank or business the police might take a similar interest. Obviously, none of these three possibilities are applicable because you are the one being fleeced.

I cannot believe the cynisism of you all. Clearly this is a caring and frightened individual who needs our help, not our scorn. Could we not get together as a concerned group of humanitarians and arrange things for him to help out. I would be happy to do my share as a fellow human being and not want the 15% he is offering! b3ta.com in one of they're newsletters, showed a person that actually contacted these people, and told them to turn up in person at a airport and then had friends photograph these scammers holding up stupid signs like I.M APenis, or •.U AnIdiot. It was funny as. Apparently Dubai is a favorite meeting place, and these ppl were not terribly nice looking.
